Robert was the son of a well known amateur artist John William Howey a Staithes Group artist. He was born in West Hartlepool and after studying at art school he became a professional artist working in Hartlepool. He exhibited his works at the Royal Scottish Academy and the Laing Art Gallery, Newcastle. He is particularly well known for his coastal and Lake District scenes.

Provenance - From the personal collection of Maurice Bradshaw CBE. Bradshaw was one of the most influential figures in 20th‑century British art administration: co‑founder of the Art Exhibitions Bureau, organiser of the British Artists Exhibitions, long‑serving secretary to numerous major London art societies, and founding Secretary General of the Federation of British Artists at the Mall Galleries. His contribution to British art was recognised with a CBE in 1977.
